AT&T Will Take $1B Non-Cash Charge For Health Care

By BARBARA ORTUTAY (AP)

NEW YORK — AT&T Inc. will take a $1 billion non-cash accounting charge in the first quarter because of the health care overhaul and may cut benefits it offers to current and retired workers.

The charge is the largest disclosed so far. Earlier this week, AK Steel Corp., Caterpillar Inc., Deere & Co. and Valero Energy announced similar accounting charges, saying the health care law that President Barack Obama signed Tuesday will raise their expenses. On Friday, 3M Co. said it will also take a charge of $85 million to $90 million.

All five are smaller than AT&T, and their combined charges are less than half of the $1 billion that AT&T is planning. The $1 billion is a third of AT&T's most recent quarterly earnings. In the fourth quarter of 2009, the company earned $3 billion on revenue of $30.9 billion.

Does Bill Ban President From Shuttering The Net?

By Eric Chabrow

The Rockefeller-Snowe Cybersecurity Act of 2010 adopts a carrot and twig approach to winning businesses cooperation on information security. It's heavy on incentives - the carrot - and light on regulation - the twig. No thick stick here, more of friendly jostling to get businesses to comply with initiatives to secure the nation's critical IT infrastructure.

The legislation, S. 773, comes up for a vote Wednesday before the Senate Commerce, Science and Transportation Committee, and if approved, would become the first major piece of cybersecurity legislation to reach the Senate floor this Congress.

Payrolls In U.S. Fell 36,000; Unemployment at 9.7%

By: TradingEconomics.com, Bloomberg

The jobless rate in the U.S. held at 9.7 percent in February and employment declined less than forecast, even as severe winter weather forced some employers to temporarily close.

Payrolls dropped 36,000 last month after a revised 26,000 decrease in January, figures from the Labor Department in Washington showed. Employment fell in construction and increased at temporary-help services.

Blizzards during the week that the government surveys businesses and households on jobs set seasonal snowfall records in cities including Washington and Philadelphia, prompting many Americans to stay home. The economic expansion that began last year has yet to generate sustained gains in employment, raising the risk that the recovery will cool as households keep a lid on spending.

About 290,000 people on average say bad weather has prevented them from getting to work, according to February figures going back three decades.

Health Reform From The Small Business Owner's Eye

Tarkenton.com Founder Fran Tarkenton on how health-care reform will affect small business.

Study: Women Rock As Small Business Owners

By Liza Porteus Viana- FOX Business News

New research predicts women entrepreneurs will create close to 6 million new jobs in the U.S. by 2018 – more than half the total new small-business jobs expected to be created during that time.

Women are proving themselves to be a powerful small-business force to be reckoned with. Not only are women-owned firms contributing $3 trillion annually to the U.S. economy and accounting for 16% of all jobs, but new research shows women entrepreneurs will create 5 to 5.5 million new jobs across the U.S. by 2018more than half of the total new small-business jobs expected to be created during that time, and about one-third of the total new jobs anticipated by the Bureau of Labor Statistics.
That research, recently released by The Guardian Life Small Business Research Institute, also shows that characteristics such as being more customer-focused, more likely to incorporate community into their business plans, and more adept at creating opportunities for others are helping women excel in 1) running a business 2) keeping employees driven and productive and 3) building a loyal customer base.

Hacking, Insider Theft Continue To Be Top Trends

Linda McGlasson, Managing Editor

There have been 171 reported data breaches so far in 2010, and 20 of these involve financial services companies.

This means that in less than one quarter of the year, we already have seen nearly one-third of the 62 banking-related breaches reported in all of 2009.

The numbers are slightly skewed, says Linda Foley of the Identity Theft Resource Center (ITRC), the organization that tracks data breaches, because some of the 20 incidents actually occurred in 2009 but are just now being brought to light - particularly in Maryland, where the state's attorney general's office reported a slew of 2009 incidents on March 1 of this year. "I suspect there will be more [reports] coming," Foley says, "so the trend thus far is we're finally finding out about breaches that are just coming out."

But the new year's breaches are enough to convince observers that last year's trends are continuing. "2010 could be a tough year for everyone," Foley says.

What Health Care Reform Means For Your Business

By Neil deMause, Contributing Writer

NEW YORK (CNNMoney.com) -- The sweeping health-care bill passed by the House of Representatives Sunday, and now headed for President Obama's desk, promises a sea of change in the way that small business owners purchase and provide health insurance for themselves and their employees.

But many of the provisions won't kick in until 2014 -- and the final rules could still be changed by amendments that will now be considered by the Senate.

Dept. of Homeland Security's Top Cyber Leader: Our Defenses Are Getting Better

Asked what worries him the most about safeguarding government IT systems, Philip Reitinger demurs. "It's not a question of what worries me most; it is a question of the opportunities we have got," Deputy Undersecretary Reitinger, the top cybersecurity official at the Department of Homeland Security, said in an interview with GovInfoSecurity.com.

"We are connecting more and more systems, creating an increasingly complicated environment," Reitinger said. "The attackers are getting better and better and we are depending more on those systems from day to day to make sure that our very way of life can continue, that the ways we work and play will continue and we will be able to be successful."

Reitinger maintains the government's cyber defenses are getting better. "We need to continue to improve because the hackers and the bad guys have continued to improve and there are a lot of areas for improvement, but we are making significant efforts to do so," he said.

Another Information Security Breach - Insider Alleged to Hack TSA Computer

A Transportation Security Administration data analyst, the week after being notified he was about to lose his job, hacked into a government computer used to screen terrorists in an attempt to damage it, according to a federal indictment handed up last week.

A federal grand jury in Denver indicted Douglas James Duchak, 46, who pleaded not guilty. If convicted, Duchak faces up to 10 years in prison and a fine of not more than $250,000 for each count.

According to the FBI, Duchak worked at the TSA's Colorado Springs, Colo., Operations Center from August 2004 through Oct. 23, 2009, updating TSA computers with information from the Terrorist Screen Database and U.S. Marshal's Service Warrant Information Network Database. TSA informed Duchak on Oct. 15 that he would lose his job on Oct. 30.
